Mandatory Installation of GPS Navigation Seals for Specific Cargo on EAEU Routes Starting July 31!
In accordance with the Agreement on the Use of Navigation Seals for Tracking Transport in the Eurasian Economic Union, starting July 31, 2026, railway and road freight transiting through two or more member states of the Eurasian Economic Union (EAEU: Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia) will be mandatorily required to install GPS navigation seals for designated categories of goods. This new regulation directly impacts China-Russia, China-Belarus, and Central Asia transit routes.
1. Which Goods Require Mandatory Installation?
This mandatory requirement targets six major categories of high-risk goods, classified by HS codes, as detailed below:
• Fur articles: 4303
• Articles of apparel and clothing accessories, knitted or crocheted: 6101-6106, 6110
• Footwear of all categories: 6401-6405
• Electronic products: 8517, 8519, 8521, 8525-8528
• Alcoholic beverages: 2203 00, 2204, 2205, 2206 00, 2207, 2208
• Tobacco and related products: 2401, 2402, 2403, 2404, 2939 79 000 0, 2939 80 000 0
Supplementary Reminder: Goods subject to sanctions are not covered by this rule. Outbound cargo to Europe listed on the Russian sanctions list, and return cargo listed on the EU sanctions list, will continue to be governed by existing sanction regulations and cannot be transported.
2. Which Routes Are Affected?
The new regulations cover the mainstream transit, import and export routes between China and EAEU countries, specifically including:
• China — Kazakhstan — Russia (Import / Transit)
• China — Zabaykalsk / Grodekovo / Zamiin-Uud / Kazakhstan — Belarus (Import / Transit)
• Belarus — Zabaykalsk / Grodekovo / Zamiin-Uud / Kazakhstan — China (Export / Transit)
• Russia — Kazakhstan — China (Export / Transit)

3. Costs and Operational Guidelines
1) Cost Standards
An additional cost of approximately USD 500 per container is expected, plus potential detention fees. The final amount is subject to the actual invoice.
2) Installation Location
Installation will be uniformly implemented at the Zabaykalsk border crossing. Operations will be verified based on the commodity codes listed in the accompanying transport documents.
3) Operational Efficiency
The installation of a seal per container takes several hours and will not cause long-term detention; however, documents must be submitted in advance for scheduling.
4) Scope of Responsibility
The entire process, including seal provision, border installation, and destination removal, will be fully handled by the agent. No additional action is required from the cargo owner.
Core Requirement: Please ensure accurate declaration of HS codes. Incorrect codes will lead to inspection delays, additional fines, or even cargo seizure.
4. Key Pitfalls to Avoid
1) Limited Operational Capacity at Certain Ports
Not all border crossings can handle navigation seal installations. Grodekovo and Mikhailo-Semyonovskaya currently lack the necessary technical capabilities. The aforementioned mandatory categories are prohibited from transiting through these two ports. Please adjust your departure ports in advance.
2) Sole Exemption
Cargo dispatched from the Zabaykalsk border crossing to Bely Rast station is exempt from navigation seal installation and can proceed under the original workflow.
During the initial phase of the new regulations, border inspections and operational procedures may be subject to adjustments.
